Buying Off-Plan in Ras Al Khaimah

How buying a new off-plan home in Ras Al Khaimah works: foreign ownership areas, escrow, developer permits, registration and what to check first.

Where foreign buyers can own

Foreigners may own property in Ras Al Khaimah only in areas the Ruler has designated for foreign ownership. Before you fall for a view or a floor plan, confirm that the plot sits inside one of those areas. Beachfront and island communities, including Al Marjan Island, are the ones many international buyers ask about first, so ask us to confirm the ownership status of any location you are considering.

How off-plan purchases are protected

Developers selling off-plan must be registered with the Real Estate Regulatory Administration of Ras Al Khaimah Municipality. They must also hold an off-plan sale permit before they can sell a single unit. If a developer cannot show you both, treat that as a reason to stop.

Developers must open a project escrow account with a trustee registered with the municipality's Real Estate Regulatory Administration, and buyers pay into that account. Your instalments therefore go to a regulated account tied to the project rather than to a general company account.

Registration and your title

Every off-plan sale must be recorded in the municipality's initial land register, and an unrecorded sale is void. Ask for proof of that recording as part of your purchase.

A sale transfers ownership only when it is registered with the Lands and Properties Sector of Ras Al Khaimah Municipality, which issues the title deed. Buyers pay a registration fee to the municipality when the sale is registered, so include it in your budget alongside the price.

Currency, payment plans and handover

Prices and official fees are in UAE dirhams, the national currency, which is pegged to the US dollar. If you earn or hold funds in another currency, think about how exchange rates could affect what you actually pay each time an instalment falls due.
